Section 439 of the Republic Act of 7160, also known as the Local Government Code of 1991, provides for the annual observance of the Linggo ng Kabataan in every barangay, municipality, city, and province.Such codal provision is reiterated under Section 30 of Republic Act 10742 otherwise known as the Sangguniang Kabataan Reform Act of 2015, which provides that every Barangay, Municipality, City and Province shall conduct an annual activity to be known as the Linggo ng Kabataan on the week where the 12th of August falls to coincide with the International Youth Day as one of the flagship programs of the United Nations.

It aims to provide the initial boost to jumpstart sustainable projects while also capacitating young leaders to innovate solutions-based projects to address developmental issues in their respective communities. The funding facility is set to provide different grants to various youth-driven projects focused on their advocacies and initiatives towards the Sustainable Development Goals.
