We established a stellar reputation for our pioneering youth development initiatives anchored on Philippine Youth Development Plan, which earned numerous awards and recognition for Best Practices on the field of Youth Development including Most Outstanding Sangguniang Kabataan, among others.
Republic Act 11768 amends certain sections of the Sangguniang Kabataan (SK) Reform Act of 2015 strengthening the youth and their participation in local governance. It institutionalized additional reforms to revitalize youth participation in local governance and by providing honorarium, other benefits, and privileges.
DBM, NYC, and DILG issued Joint Memorandum Circular (JMC) No. 1, Series of 20191 which sets the Guidelines on the Appropriation, Release, Planning and Budgeting Process for the SK Funds, emphasizing on the concomitant posting requirements to enhance transparency and accountability.
To underscore, “3.2.1. The SK funds shall be automatically released by the barangay to the SK, and shall not be subject to any lien or holdback that may be imposed by the barangay for whatever purpose.” As such, “Failure by the barangay to release any amount of the SK fund shall subject the erring officials to penalties under existing laws. (3.2.3)”.
Since it has been revitalized in 2018, Sangguniang Kabataan of the Philippines has faced backlash as these youth leaders have been swarmed by bureaucratic documentary requirements imposed to ensure transparency of transactions, at most times getting in the way of their productivity and functioning. Thus, more and more technological initiatives have been practiced and embedded in the system of SK being self-proposed or introduced by relevant stakeholders.
Hence, the launching and succesful conduct of the Sangguniang Kabataan of Baybay City Digital Resource Hub and Web Development Workshop on March 30-31, 2023 at the Binaybayon Complex, Convention Center, Baybay City, Leyte.
